thatbeganinJanuaryof2020.Duetopandemicclosures,quarantines,andotherchangesindailyhabits,many
Arizonaresidentslosttheirjobsorexperiencedsignificantreductionsinincomethatresultedinaccumulated
debt.InJanuary2020,theStateofArizona’sunemploymentratewas4.1%andasofAugust2021,the
unemploymentratehadrisento6.2%(USBureauofLaborStatistics).Theongoinguncertaintyhasinhibiteda
morerobustrecovery,butmanyfolkscontinuetomovetoArizonaandanumberoflargetechandbiomedical
companiesarelocatingtheirmanufacturingfacilitieshere.Futurefinancialchallengesareunknown,but
Arizonansarecontinuingtofinanciallyrecoverasjobsareaddedtothelocaleconomyandtheyreturntowork.
InpreparationfortheU.S.Treasury’sHomeownerAssistanceFund(HAF),theArizonaDepartmentofHousing
(ADOH)hascreatedthefollowingplanforthepurposeofmitigatinghomeowners’financialhardships
associatedwiththecoronaviruspandemic.Theplan’sfocusistoprovidefundstoeligiblehomeownersthatwill
assistwithmortgagedelinquenciesandpreventdefaultsandforeclosures,lossofutilitiesorhomeenergy
services,anddisplacementsofhomeownersexperiencingfinancialhardshipafterJanuary21,2020.
DataDrivenAssessmentsofHomeownerNeeds
TheneedformortgageassistanceinArizonaissignificant.Financialhardshipresultingfromthepandemicis
especiallyhighinrural,lowincome,andhighminoritypopulationcommunities.Belowisasummaryof

Summary
ThereissignificantneedforassistanceinArizona.Arizonahasover33,000mortgagescurrentlyinforbearance
andover83,000mortgagesindelinquency.Bothforbearancesanddelinquenciesaresignificantlygreater
amongrural,lowincome,andhighminoritycommunities.Thelargestminoritycommunitywiththegreatest
needistheHispaniccommunityandasignificantportionofthatcommunityspeaksSpanishinthehome.
Citiesinthelargestmetroarea“theValley”recentlyreportedover50,000residentialandbusinessutility
delinquencies.Thenumberofelectricandgasdelinquenciesisunknown,butassumedtobesimilar.ADOHhad
almost10,000uniqueprescreeningsofHAFapplicantssinceaneligibilitywebsitewasopenedonAugust13,
2021.Utilityrequestsinthoseprescreeningsincludedover5,500forelectricity,5,200forinternet,and2,800
forwater.Becauseoftheextremedesertheat,mostArizonawaterandelectricutilitieshaveextended
pandemicsuspensionsofdisconnectionsthroughthesummermonthsandresumeddisconnectionsinOctober
2021.
ADOHisusingcensustractinformationtoidentifyhighminoritycommunitiesandtheMortgagenonpayment’s
byStatetoolonthewebsitefortheFederalReserveBankofAtlanta:https://www.atlantafed.org/centerfor
housingandpolicy/dataandtools/mortgageanalyticsandperformancedashboardtoidentifycountieswith
highdelinquencyrates.Marketingandoutreacheffortswillbespecifictothosecommunitiesandwillbe
languageandculturallyappropriate.Specifictargetingandoutreacheventsforthesecommunitieswillbe
coordinatedwithcontractedHousingCounselingAgenciesandCommunityActionAgencies.ADOHis
encouragingcontractedlocalhousingcounselingandcommunityactionagenciestousetheirspecial
relationshipswithlowincomeandminoritycommunitiestoovercomeanyhesitancyaboutagovernment
program,documentationrequirements,orlackofexperiencewithtechnology.
Throughvariousfundingsources,manyArizonaagenciesandlocaljurisdictionshavebeenandcontinueto
provideutility,rental,andotherassistancetothosemostaffectedbythepandemic.ADOHisworkingclosely
withutilityproviders,otherStateDepartments,andlocaljurisdictionswhoservethelowincomepopulations
affectedbythepandemictoleverageassistanceandminimizeduplicationandfraudulentcollectionof
assistance.Uptodatedelinquencyamountswillbeverifiedwitheachpayeepriortoauthorizingpaymenton
behalfofHAFapplicants.AnyexcesspaymentswillbereturnedtoADOHtouseforotherHAFassistance.

DevelopmentfromFannieMaeAffordableLendingandHousingEquityTeamtodiscussprogramdesign.
Tosolicitinputonthedraftplan,ADOHhelda7daypubliccommentperiodandhostedtwovirtualpublic
hearingsonSeptember8,2021andSeptember10,2021.ThedraftplanwaspostedtotheADOHwebsite,with
papercopiesavailableuponrequest.Additionally,giventhehighnumberofSpanishspeakinghouseholdsinAZ,
ADOHalsopostedaSpanishtranslationofthedraftplan.Duringeachhearing,ADOHpresentedinformationon

ProgramDesign
ThehomeownerneedsinArizona,justformortgagedelinquencyalone,greatlyexceedtheamountofHAF
fundingallocated.However,jobsarecomingbackandunemploymentnumbersaredropping,sohomeowners
haveabrighteroutlookfortheirfuturefinancialstability.Withthisinmind,ADOHuseditsexperiencewiththe
HHFprogramaswellastheState’srecentexperiencewithEmergencyRentalAssistancetodesignaprogram
thatwillbeeasytoapplyfor,preventingforeclosures,preventingutilityshutoffs,andplacethehomeownersin
asolidfinancialposition.HAFfundingwillbeusedforReinstatement,Utility/Internet,MonthlyMortgage,
DelinquentPropertyTax,AssociationFee/Lienassistance,HousingCounseling,andapplicationassistance.
BudgetsforeachprogramwerebasedonbankreportedaveragemortgagedelinquenciesandtheState’s
experiencewithaverageutilitydelinquenciesintheRentalAssistanceProgram.Thesewerecombinedtoarrive
atamaximumassistanceamountperhouseholdandamaximummonthlyassistanceamountforfraud
prevention.ToexpandthereachofHAF,agenciesassistingwithHAFapplicantsareencouragedtoreviewall
mortgagelossmitigationoptionspriortotheclientapplyingforHAF.
PerformanceDescriptions
ArizonaHomeownerAssistanceFund(AZHAF)‐Overview
TheArizonaHomeownerAssistanceFund(AZHAF)willprovideupto$25,000perhouseholdtoeliminateor
reducehousingcostdelinquency.The$25,000perhouseholdamountwasbasedona12monthaverage
mortgagepayment($1,300)formortgagereinstatement,12monthsofdelinquentutilities,and3monthsof
mortgagepaymentsgoingforward.Thisestimateisconsistentwithoneofourlargestlendersreportingan
averageof9monthsdelinquentand$11,000inarrearsperhouseholdasofAugust2021.ADOHthroughits
contractedthirdpartywillmakepaymentsdirectlytothemortgagor,loanservicer,escrowcompany,and/or
otherhousingprovider.Theseassistancefundswillbeinaformofagrantandwillnothavetobepaidback.
ADOHanticipatesallocating$180,000,000toprovidedirectassistancetolo winco mehomeowners.

ReinstatementAssistancewillallowahomeownertoreinstateamortgageupto12monthsin

ADOHunderstandsthatHAFfundsaretobeusedtosupplementotherlossmitigationeffortsanditis
encouragedthatparticipantsavoidusingHAFfundsinamannerthatreplacesotherlossmitigationresources
thatwouldotherwisebeavailable.InJune2021,ADOHmadeapplicationforHousingStabilityCounseling
Program(HSCP)fundsthroughNeighborWorksAmerica(NeighborWorks)andwasawarded$273,600in
counselingfundstoprovidehomeownershousingcounselingservicesthatwouldbenefittheirlossmitigation
effortsoutsideofHAFfunds.ADOHplanstoleverageresourcesavailablethroughitsHSCPgrantforitsloss
mitigationprocesstobenefiteligiblehomeownersthroughthisfunding.Clientsmustselfcertifythattheyare
currentlyfacinghousinginstabilitythroughoneofthethreecontractedHousingCounselingAgencies(HCA/Sub
Grantees).ThroughtheHCAstandardintakeprocessesandevaluationonacasebycasebasisADOHanticipates
thataneligibleapplicationwillbeabletoexploreoptionsthroughlossmitigationeffortspriortomaking
applicationforHAFfundingwhenworkingwithHCAs.
InadditiontotheNeighborWorksHSCPfunding,ADOHhasallocatedHAFfundingtoHousingCounseling
AgenciesandCommunityActionAgencies(HousingPartners)throughaSolicitedRequestforQualifications
(RFQ)(SolicitationNo.202201).ADOHwillrequireassistancefromtheseHousingPartnerstoprovidedirect
outreachandhomeownerapplicationassistancefortheHAFprogram.Currently,ADOHhasissuedeleven(11)
contractawardletterstoHousingPartnersforassistancewiththeHAFprogram.Belowisadescriptionof
variousaspectsofprogramtasksanddeliverableswhichtheselectedHousingPartnerswillberequiredto
provide.
Outreach.HousingPartnerstoprovidedirectoutreachtothemostatriskcommunitymembers,
includingthoseinhighminoritycensustracts,lowincomecommunities,andruralArizonacommunities.
Directoutreachcanincludephonecalls,inpersonmeetings,andevents.
HomeownerswithoutaccesstotheInternet.Withrespecttohomeownerswhodonothaveaccessto
theinternet,HousingPartnerswillberequiredtocompletethewebapplicationonbehalfofinterested
homeowners.Thismayrequireameetingwiththehomeownerormaybecompletedoverthe
telephone.Basedontheresultsoftheprescreeningfilter,theHousingPartnerwillassisttomovethe
homeowneralongintheprocessforfinancialassistanceforthosewhoappeartobequalifiedfor
assistance.
Potentiallye ligiblehomeowners withoutaSocialSecurityNumber.Withrespecttohomeownerswho
appeartobepotentiallyeligibleforfinancialassistancebasedontheirattemptedsubmissionofa

homeownerswithcompletionoftheonlineapplicationandselecttheircorrespondingAgencyname
whilemovingthroughtheapplicationprocesstoshowtheyassistedintheapplicationcompletion.This
isnecessaryforcompensationtoHousingPartnersinthisprogram.

HomeownersareeligibletoreceivefundingundertheAZHAFifthey:
(1)AttestthattheyexperiencedafinancialhardshipafterJanuary21,2020associatedwiththeCOVID
19pandemic;
(2)Provideincomedocumentationandarefoundtobeatorbelow150%ofAreaMedianIncome(AMI)
fortheirlocation;and

(3)CurrentlyownandoccupyaprimaryresidenceinArizona(theapplicantmustownandoccupythe
propertythatisseekingassistance).
Eligiblepropertiesincludesinglefamilyresidentialproperties,14unitcondominiumsandtownhomes(where
oneoftheunitsmustbeoccupiedbytheowner),residentmember/shareholderinacooperativehousing
developmentandmanufacturedhomespermanentlyaffixedtorealpropertyandtaxedasrealestate.
IncomeDetermination
ADOHwilluseadjustedgrossincomeasdefinedforpurposesofreportingonInternalRevenueService(IRS)
Form1040seriesforindividualfederalannualincometaxpurposes.
ADOH’sincomedeterminationapproachwillbebasedondocumentationsubmittedanduploaded(taxreturns,
bankstatements,paystubs,etc.)withanattestationastohouseholdincome.Iftheapplicanthasnotfiledtaxes
forthepreviousyearordoesnothaveaccesstotaxdocuments,theywillbegivenanoptiontoprovidea
writtenattestationastohouseholdincome,anduploaddocumentationofincomesuchaspaystubs,W2sor
otherwagestatements,IRSForm1099s,taxfilings,depositoryinstitutionstatementsdemonstratingregular
income,oranattestationfromanemployer.Inaddition,theapplicationportaldesignatesprioritylevelsfor
attestedhouseholdincomesduringtheapplicationprocessandperformsafactspecificproxyforhousehold
income,providinghouseholdsbelow100%ofAMIhighpriorityforadjudicationandthosehouseholdsat150%

CommunityActionOrganizations,andMaximusInc.Thesepartnershipswillprovideadditionaloptionsand
opportunitiesforhomeownerswhorequireassistancefillingoutandsubmittingapplicationswhilealsodirectly
targetingandservingvulnerablepopulations.Theportalis508ADAcompliantandmakesiteasierforapplicants
withphysicaldisabilitiestoapplyonline.

Homeownerswillbegiventheabilityintheonlineapplicationtoattestthattheyexperiencedfinancialhardship
afterJanuary21,2020.Theattestationmustdescribethenatureofthefinancialhardship(forexample,jobloss,
reductioninincome,orincreasedcostsduetohealthcareortheneedtocareforafamilymember).Theonline
applicationwillalsoprovidetheabilityforapplicantstouploaddocumentationrequiredfortheprogramsuch
asIRS1040Form,W2,Paystubs,mortgagestatements,Taxstatementsforpropertyfees,HOAStatementsand
Utilitybills.
ConditionsandLimitations
Fundingwillbelimitedto$25,000perhouseholdtoreinstatedelinquentmortgagepaymentsupto12months,
cureanyothereligiblehousingcosts,andprovideanadditional3monthsofmonthlymortgageassistanceafter
eligibledelinquenciesarecured.Totalmonthlymortgageandutilityassistanceislimitedto$3,500permonth.
Perguidelines,60%offundswillbesetasideforthehomeownershavingincomesequalorlessthan100%of
AMIorlessthan100%ofthemedianincomefortheUnitedStates,whicheverisgreater,and40%offundswill
beavailablefor150%ofAMIandbelowandwillbeprioritizedforthosewhoaresociallydisadvantaged.
AlthoughADOHhascreateditsHAFplantobeavailabletoindividualswhoareatorbelow150%AMI,itintends
toprioritizeassistancetoSociallyDisadvantagedIndividualsbyestablishingprioritizationwithintheapplication
intakesystemwhereadjudicationprioritywillbegiventothosehouseholdsthatareatorbelow100%AMI.

ADOHthroughitscontractedthirdpartywillinitiatethedisbursementprocessofHAFassistanceobtaining
requiredassistanceinformationdirectlyfromitscasemanagementportalthroughageneralaccounting
expensedocument(GAX).ThisfilewillbetransmittedtoADOH’saccountingdepartmentwhereitwillbe
reviewedandprocessedthroughtheArizonaFinancialInformationSystem(AFIS),theofficialaccountingsystem
andrecordkeepingsystemoftheStateforfiscalinformation.Paymentswillbemadedirectlytothemortgage
lender/servicer,manufactured/mobilehomelender,countytreasurerorlocaltaxingauthority,utility
companies,and/orcondominium/homeowners’associationthroughtheStateofArizona’sGeneralAccounting
Office(GAO)viacheckorelectronicfundstransfer.ACHtransferswillbethepreferredmethodofpayment.

income,andminoritycommunities.BasedonLavidge’sresearchandexpertise,paidmediaoutreachwill
includestatewideandhyperlocalradiospots,Spanishspeakingradio,Pandoraradio,andalllocalnewspapers
outsideMaricopaandPimaCounties.Thiswillbeinadditiontothefreepresswewillreceivewithpress
releases,localtelevisionnewsstories,andmediainterviewsoftheDirector.Lastly,Lavidgewillproduceflyers
inEnglishandSpanishtopostatlocaljurisdictionaloffices,StateMotorVehicleDepartmentandDepartmentof

ADOH’sHAFmarketingcampaignisdesignedtoraiseawarenessamongtargetaudiencesregardingthesupport
availabletoArizonanstoavoidforeclosureontheirhome,providingclearguidanceoneligibilityrequirements
andtheapplicationprocess.Thecampaignwilltargetmarketingandoutreacheffortstoreachcommunities
experiencinghigherthanaverageratesofmortgageforbearanceanddelinquencies,drivenbydata,research,

ThemarketingcampaignprioritizesreachingaudiencesandregionswithknownbyADOHtoneedsupportfrom
HAFandmarketingstrategiesarebasedonthisinformationalongwithathoroughevaluationofdemographic
dataandhousing/financialreportingfromtheFederalReserve.Consideringthestate’slargeHispanic
populationandsubstantialnumberofSpanishlanguagedominanthouseholds,thecampaigncontentisfully
bilingualinEnglishandSpanish,andstrategiesincludemediaplacementswithEnglishandSpanishmedia.All
creativecontent(i.e.radioandprintadvertisements)fordeploymentonSpanishmediaweredevelopedbya
professionallinguistutilizingSpanishterminologycommonlyusedintheregion.Further,therecommended

ADOH’sHAFmarketingcampaignprioritizesdevelopmentofculturallyrelevantinformationthatisaccessible
andresonatesstatewide,providingclearguidanceoneligibilityandtheapplicationprocess.Alladvertisingand
promotionalcontentwastranscreatedfromEnglishtoSpanish,ensuringallSpanishlanguagecontentisnot
basedonasimpletranslationbutratherdevelopedtoresonatewiththemajorityofSpanishdominant
Arizonansconsideringregionalterminology,relevantculturalnuances,andevenusinglocalvoicesforradio
advertisements.InadditiontotheconsiderationsforSpanishdominantArizonansthelevelofconnectivityin
ruralcommunitieswasconsidered,resultingintheinclusionofasupporthotlineprovidinginformationand
applicationsupporttopotentialHAFapplicantsinEnglishandSpanish.

Collaboration
ThroughtheHAFplanningprocessandduringpreviousTreasuryfundedprogramsADOHformedrelationships
withmortgageservicersaswellaslocalserviceagenciesthatwillprovideanadvantagetotherequiredtarget
populations.ADOHwillcollaboratewithlocalCommunityActionOrganizations,HousingCounselingAgencies,
andotherlocaljurisdictionorganizationstofocusonreachingthetargetedpopulationsbasedonincome,race
andethnicitydemographics,and/orgeographicareasincludingthoseruralcommunitiesingreaterneedas
requiredbytheU.S.DepartmentofTreasury.ThecontractedAgencieswillprovideassistancetoknown
householdsalreadyseekingStateandFederalassistance,educationservices,financialmanagement,andjob
attainmentassistance.Additionally,thesepartnerswillhostlocalHAFoutreacheventstocommunicateabout
theprogramandprovidepersonalassistancewithapplications.Throughthesecontracts,personalassistance
withapplicationswillbeavailabletoallapplicantswhorequestassistance,withappropriateaccommodations
madeforthosewithdisabilities,technology,orotherissuesthatmayadverselyaffecttheirabilitytoapplyfor
HAF.
Mortgageservicerswillbecontactedregularlyandupdatedwithcurrentstatusoftheprogram.ADOHwill
requesttheyincludeprograminformationviareferralsfromcallcentersandprintedonmonthlymortgage
statementstoprovideawideoutreachtoallStatehomeowners.ADOHwillmakethesamerequestofState
wideutilitycompaniesincludinglocaljurisdictionwaterandpublicservicebills.
Theplanwilleffectivelytargethomeownerswith:
1. Incomesequaltoorlessthan100%oftheareamedianincomeorequaltoorlessthan100%ofthe
medianincomefortheUnitedStates,whicheverisgreaterwhere60%ofthefundingwillbesetaside
forthosehouseholds;and
2. Sociallydisadvantagedindividuals,asrequiredbytheU.S.DepartmentofTreasury.
Treasurydefinition“Sociallydisadvantagedindividualsarethosewhoseabilitytopurchaseor
ownahomehasbeenimpairedduetodiminishedaccesstocreditonreasonabletermsas
comparedtoothersincomparableeconomiccircumstances,basedondisparitiesin
homeownershipratesintheHAFparticipant’sjurisdictionasdocumentedbytheU.S.Census.
Theimpairmentmuststemfromcircumstancesbeyondtheircontrol.Indicatorsofimpairment
underthisdefinitionmayincludebeinga(1)memberofagroupthathasbeensubjectedto
racialorethnicprejudiceorculturalbiaswithinAmericansociety,(2)residentofamajority
minorityCensustract;(3)individualwithlimitedEnglishproficiency;(4)residentofaU.S.
territory,Indianreservation,orHawaiianHomeLand,or(5)individualwholivesinapersistent
povertycounty,meaninganycountythathashad20%ormoreofitspopulationlivinginpoverty
overthepast30yearsasmeasuredbythethreemostrecentdecennialcensuses.Inaddition,an
individualmaybedeterminedtobeasociallydisadvantagedindividualinaccordancewitha
processdevelopedbyaHAFparticipantfordeterminingwhetherahomeownerisasocially

disadvantagedindividualinaccordancewithapplicablelaw,whichmayreasonablyrelyonself
attestations.”
Asdescribedabove,targetingincludespaidadvertisingandmarketing,directoutreach,andpersonalassistance
forrural,lowincome,andhighminoritypopulationcommunities.Allinformationandapplicationswillbe
translatedintoSpanishandthecallcenterwillbestaffedwithSpanishspeakers.Inaddition,mediaand
outreachmaterialswillbetranslatedintoSpanishtofocusonminoritycommunitieswhereSpanishis
predominatelyspokeninthehousehold.Outreachmaterialswillalsobetranslatedintootherlanguagesas
determinedbyfurtherresearchandrequestedbycontractedagencies,communityorganizations,orresidents.
BestPracticesandCoordinationwithOtherHAFParticipants
ADOHreferredtotheNationalCouncilofStateHousingAgencies(“NCSHA”)whentakingaccountforbest
practicesandcoordinationwithotherHAFparticipants.NCSHAprovidedamemorandumtitled“BestPractices
inHFAMortgageProgramDesigns:LessonsLearnedfromHHFandCRF”thisresourcewasanexcellent
collaborationbetweenthestatessharingtheirbiggestchallengeswhileadministeringHHFfunds.Thetopthree
challengeswerestaffing,securingservicerparticipation,andacquiringandintegratingtherightcomputer
softwareandinformationtechnologyfortheprogram.ThesethreechallengesexistedforArizonawhile
administeringHHFfunding,andinadditiontohavingfirsthandknowledgeofthesetbacksthesourcewasa
greatoutlookonhowotherstatessharedthesamedisadvantages.
ThefollowingrequirementswereatoppriorityforADOHwhiledevelopingtheHAFplanandresearchingother
HAFparticipantsandtheirpreviousprogramsetbacks.
1. BeginassistancewithReinstatementofdelinquencyfollowedbycoveringoverduehousingrelated
expenses;thisapproachwouldprovidehomeownerswithabetterpositiontoworkthroughothernon
housingdelinquencieswhiletheirhousingdelinquencyisrelinquished.
2. Simpledocumentationrequirementsandthedevelopmentofclearprogramguidancethataresimilarto
theguidanceofotherHFAs.
3. StructureHAFassistancetobeinth eformofaGrantandnotaloan.Severalstatessharedthatgrant
structuredassistancewouldbemoreeffectiveandrequirelessdocumentationandpaperwork.
4. Establishedinfrastructur ebeforeprogramrollouttheneedtostartadministeringthefundscan
becomeanumberonepriorityforagencies.Butifstaffingandsystemsarenotinplaceandstate
programsfeeltheycanjustplanasthetimegoesbythiscancauseallpartiestobecomeoverwhelmed.
Statescanfindthemselvesoverwhelmedwithapplicationswhilehomeownersseekassistanceand
becomefrustratedindelayswithtechnicalprogramsandlackofdevelopment.
5. Outsourceprogramasawhole.
ADOHalsoreviewedavailableStateHAFplans,websites,andprograminformationpriortofinalizingourHAF
plantogatherideasandensureconsistencyinourimplementation.Inadditiontotheabove,therehavebeen

Assistance will be structured as a non-recourse grant.
Payment requirements
Funds will be paid directly to the Condominium, Homeowner’s Association, Cooperative
Housing Development or applicable third party authorized to collect eligible charges via
check or electronic transfer.
