From the time Musk took Twitter over, he seemed to regard his role as a sort of
speech governor: one who exerts unilateral control over the public discourse that
flows through the speech platform, one who would be as responsive to Twitter users’
will as he pleased.

moderation as a form of governance. Since his takeover, Insider Intelligence
predicted an “exodus” from Twitter by 2024,
