1. PRELIMINARY
1.1. Short title, extent and commencement:
(1) These Rules may be called ‘‘The Mahatma Gandhi University Youth Festival Rules
2024.”
(2) They shall be extended to all the Youth / Arts Festivals of the Affiliated Colleges
and Teaching Departments/ Academic Schools of the Mahatma Gandhi University,
Kottayam and the Mahatma Gandhi University Youth Festival and shall supersede all
rules /orders / bye-laws existing, as on date.
(3) They shall come into force from the Mahatma Gandhi University Youth Festival for
the academic year 2023-2024 onwards.
1.2. General :
The University Youth Festival aims to acquaint our student youth with India's rich
cultural heritage. These gatherings foster not only an appreciation for our cultural
legacy but also instill in them a spirit of adventure, cooperation, and the pursuit of
excellence in the realms of art and culture. Additionally, they nurture feelings of
fraternity, patriotism, unity, and brotherhood.
The festivals serve as platforms for the emerging artists from colleges affiliated with
Mahatma Gandhi University/ Teaching Departments/ Academic Schools, offering them
recognition and encouragement. Our budding talents shine during these youth
festivals. Whenever possible, students actively participate in organizing and managing
the festival, fostering their organizational abilities and leadership qualities.

1.3. Aims and Objectives :
a) To foster and nurture art and culture among students.
b) To provide students a common platform to showcase their cultural and artistic
talents.
c) To cultivate excellence in music, dance, theatre, literary activities, and fine arts.
d) To foster camaraderie and fellowship among young artists by providing them a
shared platform to display their talents.
e) To channelize the energies and talents of our youth into constructive and creative
pursuits.
f) To enable our student community to appreciate and acknowledge India's rich and
illustrious cultural heritage.
g) To promote cultural unity and national integration among students.
1.4. Definitions:
1. In these rules unless the context otherwise requires -
a) “Committee” means Steering-Cum-Appellate Committee.
b) “Festival” means Mahatma Gandhi University Youth Festival.
c) “Judge” signifies a person appointed to pronounce decisions in a contest or
competition.
d) “University Union” means Mahatma Gandhi University Students’ Union.
2. Words and expressions used and not defined in these rules but defined in the Mahatma
Gandhi University Act,1985,Mahatma Gandhi University Statutes,1997 or in the General
Clauses Act,1897,shall have the meaning respectively assigned to them in those acts.

2. RULES
2.1. These rules may be called The Mahatma Gandhi University Youth Festival Rules 2024.
2.2. Objective: These rules aim to coordinate the rules governing the conduct of youth
festivals both at the College level and the University level.
2.3. Competitions will encompass the items listed in Schedule I , of these Rules both at
the College level and the University Level.
2.4. College level Competition :There shall be a Steering cum Appellate Committee which
shall supervise the College Level competitions conducted annually.
2.5. The Steering Cum Appellate Committee shall have the following members:
a) The Principal (Chairperson)
b) Staff advisor to college Union
c) One or two Staff members nominated by the Principal.
d) Arts Club Secretary
e) Chairman and General Secretary of the College Union.
2.6. The Principal or the nominee of the Principal and three other members shall constitute
the Quorum of the Committee.
2.7 The Principal shall appoint Judges for various competitions from a panel prepared by the
committee mentioned in Para 7. These Judges should possess proficiency in the relevant field
and exhibit impartiality.
2.8 Only the winners of first places in individual items at the college level competitions shall
be eligible to participate in University level competitions.
2.9 The total items for the Youth Festival shall be 75.
2.10 Each student is strictly limited to participating in a maximum of 5 (five) individual items.
2.11 For group items, a college shall submit only one team. Each college can participate in a
maximum of 6 (six) out of 17 (seventeen) group items in the competition. The number of
participants specified in the rules shall be followed in each group item respectively.
2.12 The committee mentioned in Rule 5 functions as the Appellate body for college-level
competitions. Any complaint about the selection of Candidates for the University Youth

Festival shall be referred to the Committee, and its decision shall be final.
ENTRY FORMS
2.13 Participant List Submission:
(i) The Entry Form, listing participants for various items, must be signed by the
Principal and the Arts Club Secretary. It should reach the Office of the Department of
Student Services or the Mahatma Gandhi University Students Union on or before the
specified due date. The entry forms must include the competitor's name (in block
letters), class, address, mobile phone number, and email ID. In the case of group
items, the entry form shall have the names of all participants.
(ii) No spot entries will be permitted for Individual Events under any circumstances.
However, for Group Events, upon the Principal's request, the substitution of
two/three members will be allowed, provided formalities are completed at least one
day before the Youth Festival commences.
2.14 Participant Requirements: Every participant, including members of group items,
must carry their College Identity Cards to partake in the Youth Festival. The teacher-in-
charge of the contingent should possess an authorization letter signed by the Principal of
the college concerned to address any urgent situations.
2.15 Date and Venue Arrangement: The date and venue for the University Youth
Festival will be determined by the Mahatma Gandhi University Union in consultation with the
Vice-Chancellor.
2.16 General Convener: The General Secretary of the Mahatma Gandhi University Union
will serve as the General Convener of the University Youth Festival.
PROGRAMME COMMITTEE
2.17 The Vice-Chancellor may nominate one Senior Professor as the Chairman of the
Programme Committee for the University Youth Festival.

STEERING-CUM-APPELLATE COMMITTEE (SAC)
2.18 A Steering Cum Appellate Committee shall be constituted , to supervise and control the
conduct of the University Youth Festival. The Steering-Cum-Appellate Committee overseeing
the University Youth Festival will consist of the following members:
a. Pro-Vice-Chancellor (Chairman)
b. Director of Student Services (Convenor)
c. Convenor of Syndicate Committee on Students Discipline, Welfare and Grievance.
d. Student Syndicate Member.
e. Chairman - Programme Committee.
f. Three Principals/Professors/Associate Professors nominated by the Vice-Chancellor.
g. Chairman, Mahatma Gandhi University Union
h. General Secretary, Mahatma Gandhi University Union
2.19 The Chairman or the Convener and three other members shall constitute the Quorum
of the Committee.
2.20 The Chairperson for Committee is the Pro-Vice-Chancellor and in his absence the
Director, Department of Student Services who is the Convener of the Committee shall be the
Chairperson of the Committee.
2.21 Sub-committees will be formed by the Steering-Cum-Appellate Committee to ensure
the smooth functioning of the Festival.
2.22 Judges' Availability: In the event of unavailability of Judges from the prepared panel,
the Union may invite Judges outside the panel with prior sanction from the Pro-Vice-
Chancellor/Chairman of the Committee.

2.23 Criteria for Grading Individual / Group Items:

2.25.Exclusion of Group Item Points from Individual Championships: Points scored in group
items will not be considered while determining individual championships.
PENALTY FOR MALPRACTICE
2.26. If any participant or group of participants are found engaged in any form of malpractice, they
shall be disqualified from that event. The participant /group / team representing a College is found
engaged in malpractices of any kind, the respective College shall be debarred from participating in
the Youth Festival for three years and a fine of Rs.50,000/- ( Rupees Fifty Thousand Only ) shall be
imposed on such institutions.
PENALTY FOR EXCEEDING TIME LIMIT
2.27.Participants exceeding the time limit will not be disqualified but subject to penalties:
a) Grace time of 10 SECONDS for items up to 10 minutes and 20 SECONDS for items above 10
minutes will be allowed to complete the program.
b) Light indications: WHITE for commencement, YELLOW for warning, RED for time's end.
c) After grace time, the final bell rings; Judges may penalize by trimming marks for exceeding
the time limit.

APPEALS
2.28. Handling of Appeals: The Committee has the authority to consider written appeals
from participants regarding the conduct of the Youth Festival and may request relevant
records.
2.29. Procedure for Submitting Appeals: A written appeal should be signed either by the
participant or any member of the Students’ Union of the respective college. It must be
submitted within an hour of the announcement of the result along with a protest fee of Rs.
1000/- (Rupees One thousand only).
a) The protest fee is non-refundable unless the appeal is substantiated. The Committee's
decision is binding and final. Appeal regarding Judges' marks will not be entertained.
2.30. Disqualification Authority: The Committee can disqualify participants or teams for
gross misbehaviour or violation of rules.
PARTICIPATING COLLEGES
2.31. Contingent Composition: Each college's contingent participating in the Youth
Festival may comprise participants, accompanists, the Arts Club Secretary, and two staff
members, including one lady to attend if women participants are available.
2.32. Accommodation Arrangements: Participating teams are responsible for their own
accommodation arrangements. However, the organizing committee will make sincere efforts
to accommodate students as guests in student hostels/classrooms of colleges, utilizing
common rooms, dormitories etc.
2.33 Conduct Expectations: All participants must maintain dignity and decorum
throughout the Festival. Any behaviour contrary to the Festival's objectives may result in
suitable action by the Committee.

2.34. Student Involvement in Festival Organization: Students are encouraged to be
involved in organizing and managing the Festival under the guidance of teachers whenever
possible.
AGE
2.35. Eligibility Criteria: Only bonafide full-time students enrolled in colleges affiliated with
the University or Institution/Department are eligible. However, students who are
professional artists above 30 years of age are requested not to participate in the
competitions.
2.36. Financial Responsibility: The participating college/college union is responsible for
covering traveling, lodging, and boarding expenses.
ACCOMPANISTS
2.37. Definition of Accompanists: Accompanists include playback singers and individuals
playing musical instruments. Other roles like curtain pullers, light operators, makeup
personnel, and CD/USB operators are not considered accompanists. Preference shall be
given to the students from the college as accompanists while external
accompanists/helpers can be used following item-specific rules.
DATA ENTRY & OTHER DUTIES
2.38. Responsibilities: Duties related to the festival, such as printing and dispatching of
forms, data entry, participant list preparation, stage manager and judge file preparation,
result consolidation, certificate printing and dispatching, and issuing appointment orders and
duty certificates, will be executed by the Department of Student Services (DSS).
STAGE PASS
2.39. Entry Procedure: Registered participants must collect their STAGE PASS from the
Registration Counter and report to the Stage Manager for the program concerned.
Participants and accompanists must have their Individual College Identity Cards for
verification at the Registration Counter & Stage, which will be managed by student
volunteers.

2.40. Certificates Issuance: Certificates will be issued to winners and other A grade holders
in the University Youth Festival.

4. THE MAHATMA GANDHI UNIVERSITY DRAMA FESTIVAL
(DRAMA FESTIVAL)
4.1 One Act Play Competition: The One Act Play competition will be conducted independently as
‘’The Mahatma Gandhi University Drama Festival’’.
4.2 Points earned in this competition will contribute to awarding Championships in the University
Youth Festival.
4.3 Rules applicable to the University Youth Festival shall also apply to the One Act Play
competition (Drama Festival).
4.4 The One Act Play category is excluded from the group items.
4.5 Each college is permitted to send its One Act Play team separately.

5. SCHEDULE II - RULES FOR EVENTS
5.1. LIGHT VOCAL SOLO – INDIAN (MALE/FEMALE/TRANSGENDER)
1. Competitions are held separately for men, women, and transgender participants.
2. The maximum permitted time for the song is five (5) minutes.
3. Only Non-film Folk songs/Geet/Ghazal/Bhajan, Snabed, and Abhangas can be presented.
4. Judging will be based on qualities such as Swara, Tal, Composition, General impression, etc.
5.2. CLASSICAL VOCAL SOLO (MALE/FEMALE/TRANSGENDER)
1. Items can be presented in either Hindustani or Karnatik style.
2. The maximum permitted time for the item is ten (10) minutes.
3. Cinema songs are not allowed under this category.
4. Sufficient thought and care must be exercised in the choice of raga and composition.
5. Judging will be based on qualities such as Swara, Tal, selection of Raga, composition, and
general impression.
6. Competitions are held separately for men, women, and transgender participants.
5.3. STRINGED INSTRUMENT (EASTERN/WESTERN)
1. Instruments of Western origin adapted to the Indian raga system are allowed for the
Eastern category.
2. For the Eastern category, items can be presented in either Hindustani or Karnatic style.
3. The maximum permitted time is ten (10) minutes.
4. Judging will be based on qualities like Tal, Composition, Nadam, Rhythm, Sruthi, and
General impression, among others.
5.4. WIND INSTRUMENT SOLO (WESTERN/EASTERN)
1. The maximum permitted time for the item is ten (10) minutes.
2. a) For Western: Wind instruments of Western origin like Harmonium, Accordion, Clarinet,
Saxophone, Organ, etc., are to be used. (Clarification: Electronically operated Keyboards are
not considered wind instruments).
b) For Eastern: Wind instruments of Indian origin or instruments of Western origin adapted
to the Indian Raga System are allowed (e.g., Harmonium, Pullankuzhal, Banzoori,
Nadhaswaram, etc.).
3. Wind instruments (Eastern) can be presented in either Hindustani/Karnatic Style, while Wind
instruments (Western) should be presented in any of the Western Styles.
4. Judging criteria will likely include qualities such as Swara, Tal, Composition, Selection of
Raga (Indian), Rhythm, emotion, originality, and general impression.
5.5. PERCUSSION INSTRUMENT (EASTERN/WESTERN)
1. Items can be presented either in Karnatic or Hindustani style for Indian instruments and in
any of the Western styles for Western instruments.
2. The maximum permitted time for the item is ten (10) minutes.

6.CONCLUSION
6.1.The youth festival, which is an integral part of education, is a necessary supplement to
academic work ensuring the holistic development of students. Conduct of youth festivals is aimed
at promoting intellectual, social skills and art and culture. Students imbibe competitive spirit while
participating in the competitions. Youth festival promotes brotherhood, national unity and mutual
respect. Adhering to the rules of the University Youth Festival is essential to preserve the integrity
of the university and to secure fairness, transparency and accountability to the event. Organising
